AVID Advocacy Award: The Board of Education and the Moreno Valley Unified School District would like to recognize Tommy Stokes, AVID teacher at Moreno Valley High School, for receiving an advocacy award from the AVID Center.  Mr. Stokes was one of five teachers in the state of California to receive this honor.

Resolution No. 2013-14-08 September Attendance Awareness Month: Joining Forces to Improve School Attendance: Carol Peardon, Principal of Northridge Elementary, will accept Resolution No. 2013-14-08 observing September as September Attendance Awareness Month: Joining Forces to Improve School Attendance.

September Attendance Awareness Month is acknowledged during the month of September each year.  It provides an opportunity for schools and communities to lay out an expectation of the coming year and together develop a district culture of regular student attendance that will continue throughout the year. Staff recommends the Board adopt Resolution No. 2013-14-08.

5. DISCUSSION/ACTION SUPERINTENDENT, DR. JUDY WHITE. REDISTRICTING AND THE CALIFORNIA VOTING RIGHTS ACT - David Saldani, Legal Counsel and Demographer, Darrin Waters will provide a presentation.     
 

The California Legislature enacted the California Voting Rights Act of 2001 (the “CVRA”).  This legislation makes all at-large election systems in California for cities, school districts and special districts vulnerable to legal attack, largely on proof of racially polarized voting, regardless of whether a majority district can be formed and, under the interpretation adopted by plaintiffs in other pending CVRA cases, without regard to the electoral success of minority candidates or the need to prove actual racial injury exists.

The CVRA purports to alter several requirements that plaintiffs would have to prove under the Federal Voting Rights Act, thereby making it easier to challenge at-large election systems.

Currently, the District elects its governing board members “at-large”, making it subject to the provisions of the CVRA.  One way to avoid any liability under the CVRA is to utilize a district-based election method where candidates must reside in a specific geographic trustee area in the District and are voted upon only by the registered voters that reside within the same district.  The process to convert from an at-large method to a by-district method is referred to as “redistricting”.  The redistricting process takes anywhere from 4 to 6 months and involves several public hearings and approvals by different entities, including the District’s governing board, the County Committee on School District Organization and the State Board of Education.

District legal counsel and demographer will discuss the process and recommend a timeline for completion.

9. Public Comments on Non-Agenda Items     
 

The Board of Education encourages public comments. During this section, staff may briefly respond to statements or questions or may ask questions for clarification. The Board may refer to staff or other resources for factual information, direct staff to report back at a subsequent meeting, and/or direct staff to place the topic on a future agenda.

If someone wants to lodge a complaint against an employee, the appropriate form may be obtained at any school or the Community Education Center.

Individual speakers shall be allowed to speak for a total of three minutes on non-agenda items regardless of the number of issues to be addressed by the individual The Board of Education shall limit the total time for public input on non-agenda items to 21 minutes.

With Board of Education consent, the president may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard.  The President may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. Staff is requesting that the proposals be awarded to the two lowest bidders, Joffee Emergency Services, and Disaster Survival Skills, for the CPR-First Aid training of District employees for required certification. Training will be scheduled in order of award; 1st - Joffe Emergency Services, if they cannot provide training on the dates requested, the 2nd contact will be Disaster Survival Skills.    Both companies can offer student training at the same cost.

Resolution No. 2013-14-08 September Attendance Awareness Month: Joining Forces to Improve School Attendance - Carol Peardon, Principal of Northridge Elementary, will accept Resolution No. 2013-14-08 observing September as September Attendance Awareness Month: Joining Forces to Improve School Attendance.

September Attendance Awareness Month is acknowledged during the month of September each year. It provides an opportunity for schools and communities to lay out an expectation of the coming year and together develop a district wide culture of regular student attendance that will continue throughout the year. Staff recommends the Board adopt Resolution No. 2013-14-08.

 

         
3. Moreno Valley "Graduation Opportunity" (GO) School     
 

Authorization for Educational Services to establish the Moreno Valley "Graduation Opportunity" School (GO) to address a wide range of student needs and learning styles while providing the same curriculum students in traditional schools receive. Administration recommends approval to establish the Moreno Valley "Graduation Opportunity" School (GO).

Each year, the District is required to submit the Unaudited Actuals Report to the Riverside County Office of Education.  This report shows the actual revenues, expenditures, and changes in the fund balances for 2012-13. The Board of Education must certify that the information is complete and accurate.  The District's outside auditors will be verifying all of the figures in two weeks.

2. RESOLUTION NO. 2013-14-03 ESTABLISHING APPROPRIATIONS (GANN) LIMIT PURSUANT TO ARTICLE XIII-B OF THE CALIFORNIA CONSTITUTION      (V)  
 

Proposition 4, adopted in 1979, added Article XIII-B to the State Constitution and placed limits on the growth in appropriations made by the State of California and local governments, including school districts.  Each year, every California governmental entity must adopt a resolution establishing its appropriations limit.  The Moreno Valley Unified School District is within this appropriations limit.

The job description for the position of Parent Involvement Specialist has been updated to reflect a more accurate job title, current duties, and to remove references to obsolete programs such as CBET and ELAP and replace them with more current programs such as ELAC and DELAC.

         
2. REVISED CERTIFICATED JOB DESCRIPTION - TEACHER: SECONDARY ALTERNATIVE COMPUTER-BASED EDUCATION SETTING/GRADUATION OPPORTUNITY/INDEPENDENT STUDY     
  The title of the job description for Teacher:  Secondary Alternative Computer Based Education Setting has been revised to include "Graduation Opportunity/Independent Study" in order to reflect the implementation of the new GO (Graduation Opportunity) program (online virtual academy).  This position will provide support to the program.
         
3. REVISED MANAGEMENT JOB DESCRIPTION - TRANSPORTATION MANAGER     
  Previously, the Transportation Manager position required a Bachelor's degree. In recognition that there are many other specialized trainings in this field that are comparable to a Bachelor's degree and that provide the necessary education to perform the functions of this position,the job description has been revised to reflect that a Bachelor's degree is preferred. This will enable the District to broaden its applicant pool in this area.
